Press release: Luminis recognized as data intermediation service under European legislation
Secure and reliable data exchange under the Data Governance Act
Luminis has been officially recognized by the Authority Consumer & Market (ACM) as a data intermediation service under the European Data Governance Act (DGA); Decision. This means that companies and organizations can exchange data through Luminis in a secure and trusted manner, without the data getting in the hands of large Tech companies. Luminis will soon be included in the European Commission’s public Union Register, making it the second Dutch organization to receive this recognition.
What is a data intermediation service?
A data intermediation service facilitates the secure exchange of data between parties. The recognition by the ACM confirms that Luminis is a reliable and independent party that does not have a revenue model based on reselling data. At a time when privacy and data ownership are becoming increasingly important, this recognition emphasizes Luminis’ commitment to transparency and European guidelines for data sharing.

A concrete example: Dutch Metropolitan Innovations (DMI)
Luminis has developed an innovative data intermediation service with DMI that allows organizations to share data securely and efficiently. This initiative illustrates how the DGA contributes to innovation in practice, without compromising on security and ownership of data.
About the Data Governance Act
The Data Governance Act (DGA) aims to make more data available for public use while ensuring privacy and ownership. This encourages innovation and contributes to both economic and societal progress. Since November 2024, the ACM has been supervising compliance with the DGA in the Netherlands. Companies operating as data intermediation services must register and meet strict requirements around transparency and data integrity.
